The relatively poor quality of this partial-text PDF of congressional reports was too difficult for Adobe Acrobat to translate into a fully text-enabled, searchable document. Much of the text was garbled and misinterpreted, so be wary of using this product if your document was hastily scanned or features unclear text.
Running through the OCR feature was a process- and time-intensive task for the program, especially given the 100-plus-page document. But the wait was largely in vain.
Instead of whole words and/or sentences, many characters were garbled and mistaken for numbers, other letters and symbols. In our tests for search terms, we couldn't return a single one of the full phrases we were looking for. Even some simple keywords were unsearchable -- "terrorist" and "emergency war powers or authorities," for example. Acrobat even had trouble with numbers.
